The grants, made available through GPE's Education Out Loud fund, will range from US$450,000 to US$1.2 million. They will seek to support national civil society organizations to explore new approaches to promoting transparency and accountability of national education sector policy and implementation.
More specifically, the call will support projects seeking to:
- improve the transparency, participation, and accountability of education sector policy dialogue
- increase the availability, sources and variety of information to formulate and act on relevant policy solutions
- mobilize citizens as right holders to play an active role in monitoring implementation of education policies and finance and use this information to hold duty bearers at all levels accountable.
In light of the current COVID-19 pandemic, the grants will also support civil society actors to ensure equity for the most vulnerable in the design and execution of national education responses.
Education Out Loud, with total funding of US$55.5 million and managed by Oxfam IBIS, is the largest education advocacy fund in the world available for civil society. It provides support for civil society to become active and influential in shaping education policy to better meet the needs of communities, especially the most marginalized.

Concept notes can be submitted until June 19, 2020 (23:59 GMT) in English, French, Spanish or Portuguese using the online application process. Grantees with approved concept notes will be allocated modest resources and additional time to develop a full proposal.
