This guidance note provides technical guidance to UN organizations implementing Global Disability Fund (GDF) programmes on how they can advance the rights of marginalized and underrepresented persons with disabilities more efectively in joint programming. It supports UN organizations in designing, implementing, and monitoring joint programming that address the rights priorities of underrepresented and marginalized persons with disabilities including Deaflind persons, persons with intellectual disabilities, persons with albinism, persons with psychosocial disabilities as well as persons with disabilities marginalized on the basis of their disabilities and other identities (such as sexual orientation, gender identity or expression, indigenous origin, migrant status, age, racial minority status etc.)

It ofers guidance for all GDF programmes on designing, implementing, and monitoring initiatives that address the systemic and structural barriers to inclusion faced by marginalized and underrepresented groups, while also identifying and closing gaps in policies, services, and systems.

 

The guidance serves as a comprehensive roadmap for how GDF programmes can outreach to and engage with OPDs representing marginalized and underrepresented persons with disabilities ensuring accessible and inclusive engagement processes and decision-making mechanisms. Finally, it outlines the rights priorities of marginalized and underrepresented groups and their recommendations for more equitable engagement and meaningful participation in decision-making and priority setting.

 

 

The guidance draws upon the expertise of global and regional organisations representing marginalized and underrepresented persons with disabilities including: the World Federation of Deaflind persons, Inclusion International, Down Syndrome International, Transforming Communities for Inclusion, World Network of Users and Survivors of Psychiatry and Global Albinism Alliance along with national and local level organisations representing diverse constituencies.

 

The United Nations Partnership on the Rights of Persons with Disabilities (UNPRPD) is a unique partnership that brings together UN entities, governments, OPDs and broader civil society to advance the rights of persons with disabilities around the world. It was established by a subset of members of the IASG-CRPD in 2011.

The Partnership was created to foster collaboration between its members and complement their work around disability inclusion through UN Joint programming. The Partnership operates through a Multi-Partner Trust Fund (MPTF) established to channel resources for participating UN organizations (PUNOs).

The UN entities participating in UNPRPD are ILO, ITU, OHCHR, UNDESA, UNDP, UNICEF, UNESCO, UNFPA, UN Women and WHO. Other UNPRPD members include the International Disability Alliance with a permanent seat in the governing bodies as well the International Disability and Development Consortium (IDDC).
