SIPRI hosts expert workshop on military artificial intelligence

The workshop brought together technical and legal experts to discuss the relationship between bias in military artificial intelligence (AI) and international humanitarian law (IHL). Among the participants were representatives from the International Committee of the Red Cross, Palantir, OpenAI and governments.

Despite recognition that AI can perpetuate—and even amplify—existing biases, the link between AI bias and legal compliance remains underexplored. Against this backdrop, participants focused on the legal implications of bias in military AI and the challenges it presents to IHL compliance.

Findings from the workshop will inform an ongoing SIPRI research project exploring (a) what ‘bias in military AI’ refers to, (b) how it may impact IHL compliance, and (c) how a deeper understanding of the AI-bias–IHL nexus can support regulatory efforts. This project will culminate in a report capturing the key findings and recommendations of the research.
