As participatory and deliberative programs continue to expand, we need to ask the questions: how effective are they at truly empowering marginalized communities, the ones who have the biggest needs and have the most to gain from these processes? How can we ensure representative participation when structural barriers such as power dynamics hinder effective and meaningful involvement?
